California Affordable Housing Initiatives, (CAHI), the PBCA for Northern California, will go over how the MOR process unfolds. As the reviewers, CAHI will present from their point-of-view, the steps they take, including the day(s) on site, to thoroughly assess your compliance with your project-based Section 8 Housing Assistance Payments Contract. As property and compliance managers, this will give insight into how the process works and set your expectations for how an Management and Occupancy Review at your property may go. It will also help you understand how to best prepare for any upcoming MOR, and just in general, how to ensure you are running your property in a HUD compliant manner on a daily basis. Time will be set aside to discuss more in depth such topics as VAWA, EIV and lead paint. CAHI will also discuss, generally, the most frequent findings they come across, and based on experience, what attributes set Superior and Above Average properties from all the rest.
About the Presenters:
Charles Young is the State Manager of CAHI/CGI Federal. He’s worked in various roles in the Northern California PBCA since its start up in 2004. Currently, he oversees the day-to-day operations of CAHI. Prior to that, Charles worked at the Oakland Housing Authority helping manage social services grants for public housing residents. He has over 15 years of experience in affordable housing.
Andrew Hill is the National Training and Compliance Manager – Housing Programs for CGI Federal. He oversees all aspects of the training and compliance departments for six PBCA jurisdictions across the country, including CAHI. Andrew joined CGI in early 2007 and in this role has provided numerous affordable housing related webinars and workshops at state, regional, and national engagements. Prior to joining CGI Federal, Andrew worked as an international business consultant, founded a motivational speaking business, and was the Director of Adventure Education at Montana State University.
Paul Rabuyjoined CAHI in July 2004. Paul is the Local Services Manager responsible for Management and Occupancy Reviews (MORs). In addition to his role with the PBCA in Northern California, Paul spent time in Long Island NY in 2013 working on the CDBG Disaster Recovery project to help NY residents affected by Hurricane Sandy apply for recovery funds. In addition, Paul was a Regional Manager for the HUD REAC HQS Inspection project to perform Federal Housing Quality Standard (HQS) inspection reviews of Housing Choice Voucher (HCV) units to support the Real Estate Assessment Center (REAC). He has almost 15 years of experience in affordable housing.
