Emergency Solutions Grants: Amendments to Notices of Funding Availability and Competitive Application

The California Department of Housing and Community Development (HCD) just released amendments to the federal 2020 Emergency Solutions Grants program (ESG) Balance of State Notice of Funding Availability (NOFA), 2020 ESG Continuum of Care NOFA, and the 2020 ESG Balance of State Competitive Application.

The 2020 ESG program Balance of State and the Continuum of Care NOFAs were issued on February 28, 2020 for a total of approximately $11 million in ESG funds.

The amendments are:

  • Extension of the due date – The NOFAs for both 2020 Balance of State and 2020 Continuum of Care were updated to reflect the new application due date of July 10, 2020.
  • Updated Form VII for 2020 Balance of State Competitive Application – The amended 2020 Balance of State competitive application updated the Form VII – Impact and Effectiveness System Level Performance Measure Section to clarify and simplify the required data input. (Note: Noncompetitive applications for both Balance of State and Continuum of Care have not been amended.)

Background: 

The Emergency Solutions Grants program provides funding to local governments and providers to:

  • Engage individuals and families experiencing homelessness.
  • Improve the quality of emergency shelters for individuals and families experiencing homelessness by helping to operate these shelters and providing essential services to shelter residents.
  • Rapidly rehouse individuals and families experiencing homelessness.
  • Prevent families and individuals from becoming homeless.
