Housing for a Healthy California Program, Article I – Notice of Funding Availability

The California Department of Housing and Community Development (HCD) is pleased to announce the Notice of Funding Availability (NOFA) for approx. $160 million in federal National Housing Trust Fund funding for the Housing for a Healthy California (HHC) Program, Article I.

Who can apply
An organization, agency, or other entity (including a public housing agency, a for-profit entity, or a nonprofit entity) that is an Owner or Developer.

How to apply
Applications must be submitted through the new online eCivis Grants Network System (GMS). The GMS will start to accept applications on January 17, 2022.

Over-the-counter applications are due February 15, 2022
Competitive applications are due March 1, 2022
Please note: Previously awarded HHC projects may apply for additional funds on an over-the-counter basis. New projects will be evaluated on a competitive basis.

Background:   The Housing for a Healthy California Program creates supportive housing for chronically homeless individuals or those who are homeless and are high-cost health users, makes funding available to developers for the acquisition, rehabilitation and/or new construction of multi-family rental housing. HHC also sets aside 20% of funding for projects located in rural areas and reserves 10% for Tribal Entities.
