State of California 2021-22 Annual Action Plan Amendment

The California Department of Housing and Community Development (HCD) has made an amendment the 2021-2022 Annual Action Plan. This amendment makes the 2021-2022 Annual Action Plan (AAP) Method of Distribution (MOD) for Housing Trust Fund consistent to the MOD in the 2020-2021 AAP Second Substantial amendment and include other changes.

The amendment updates are summarized as follows:

  • Allow for a Notice of Funding Availability with more than one year’s allocation, and competitive or over the counter awards.
  • Disassociate the maximum-per-unit-subsidy for National Housing Trust Fund (NHTF) from the No Place Like Home program per-unit-subsidy. Actual per-unit-subsidy amounts for NHTF will be found in the NOFA.
  • Allow previous awardees to apply for the new per-unit-subsidy limits in an over-the-counter process.
  • Establish a tribal set-aside.

Background:
Required by the federal Department of Housing and Urban Development (HUD), the Annual Action Plan is an annual update of the 2020-2024 Consolidated Plan. California’s Consolidated Plan is a five-year plan that examines the housing and community development needs of Californians and their communities and lays out how federal funds will be used to address these needs and improve the quality of life for Californians.

  • The Annual Action Plan, addresses the administration of federal funds under the:
  • Community Development Block Grant (CDBG) program
  • Community Development Block Grant Disaster Recovery (CDBG-DR) and Natural Disaster Resilience (CDBG-NDR) programs
  • Home Investment Partnerships (HOME) program
  • Emergency Solutions Grant (ESG) program
  • National Housing Trust Fund (NHTF) program
  • Housing Opportunities for Persons With AIDS (HOPWA) program
